Leadership for Climate Action in Africa: An Integrative Review of Environmental Sustainability and Green Governance

Abstract

Africa's climate challenge increasingly exposes a gap between policy commitment and policy implementation. This study examines how leadership capabilities can narrow that gap and strengthen environmental sustainability and green governance across the continent. Rather than treating leadership as a single style, the paper develops an integrative framework linking transformational, visionary, adaptive, economic and technological leadership to the institutional conditions through which climate action is implemented. The study adopts an integrative literature review, combining foundational leadership theory with recent peer- reviewed African evidence and authoritative climate-policy sources. The synthesis indicates that transformational leadership can mobilise values and organisational commitment; visionary leadership can sustain long-term strategic direction; adaptive leadership supports learning and resilience under climate stress; economic leadership aligns incentives and finance with green development; and technological leadership enables innovation and low- carbon deployment. These capabilities, however, do not operate independently. Their effectiveness is conditioned by regulatory capacity, accountability, policy continuity, multi- level coordination, stakeholder participation and credible knowledge systems. Recent evidence from Tanzania, Ghana, Nigeria and South Africa supports this institutional interpretation, while continental initiatives such as Agenda 2063 and the Nairobi Declaration illustrate the growing political salience of climate leadership. The paper's principal contribution is an Integrated Climate Leadership Framework for Africa that shifts analysis from leader-centred explanations to configurations of leadership capabilities embedded in institutions. The study concludes that durable climate outcomes require both capable leaders and governance systems that can convert ambition into implementation.
